Lil Wayne's album Cover?

The album cover art above is supposedly the cover for Wayne's upcoming album ; Tha Carter 3. I don't know because I have peeped in my six months of blogging, that the internet is a real confusing place when it comes to those kind of stuff. You will see at least 4 different cover album before you see the real one, when artist is getting ready to release. Beside that, can someone please tell me why that man has pink lipstick and dark blue eye-shadows on? *Shake Head*
